About The Artemis at Finch Drive
Located at 39180 Finch Place and walking distance to Brennan Park, the Artemis at Finch Drive is a stunning new building offering beautiful views, and sustainable design. The six‐story, 44-unit rental building offers a mix of one, two and three bedroom homes. 34 below-market rental homes are reserved for residents who meet the eligibility criteria below. 10 market rental homes are available for anyone to apply.
Building features include: 1 parking stall (2 units are assigned motorcycle parking), indoor and outdoor amenity space, in-suite balconies, dishwashers, microwaves, in-suite laundry and storage, bike storage in the parkade and visitor parking. There is 1 accessible one bedroom unit available with a bathtub.
The Artemis at Finch Drive is owned by Diamond Head Development. The property will be managed by Avesta Property Management.

Below-Market Rent: Are You Eligible?
Below-market rents and eligibility requirements are set by a Housing Agreement with the District of Squamish. To rent a below-market unit at The Artemis, applicants must meet income and employment requirements, and continue to meet them for as long as they live in the unit. To be sure you qualify, please review the Eligibility Criteria below:
Total (before tax) household income must be below $178,788 for Couples, $62,340 for Individuals, and $75,960 or Lone-Parent Families.
The maximum allowable annual household income is:
- $178,788 for couples,
- $75,960 for lone-parent families, and
- $62,340 for individuals.
This includes income from all household members and all sources of employment or other income (ex. disability assistance).
This threshold is based on 80-120% of Gross Median Household Income by Family Type in Squamish and is set in accordance with the Housing Agreement with the District of Squamish.
At least one household member must be employed and working in Squamish.
At least household member must:
- Be employed or self-employed and working in the District of Squamish for a Squamish business for a minimum of 20 hours per week on average annually; or
- Operate a business in the District of Squamish for a minimum of 20 hours per week on average annually, where their presence at the place of business is necessary for the day-to-day operation of the business.
- If self-employed, applicants must derive a portion of their income from District of Squamish residents and businesses.
Exceptions are made for applicants who are:
- A retiree from work who has ceased active employment who would have met the eligibility criteria for five of the six years prior; or
- Unable to work due to disability and have lived or worked in the District of Squamish previously.

- 1 bedroom (Lone-Parent Rate): $1,236 / month*
- 1 bedroom (General Rate): $1,757 / month
- 1 bedroom Accessible (General Rate): $1,757/ month*

- 3 bedroom + 2 bathrooms: $2,929 / month
*There are a limited amount of one bedrooms at the Individual Rate and Lone-Parent Rate Family rents. PLEASE NOTE THESE UNITS ARE FILLED.
General Unit Types are available to all applicants who meet eligibility requirements for the family class applicable – Individual, Lone-Parent, or Couple.
What is Included in Monthly Rent
- One parking space per unit.* There are no additional parking spots.

- Utilities (Hydro), cable, internet and telephone are not included in rent.
- Half month rent is required for Damage Deposit.

How to Apply for a Below-Market Unit
Application Process
*This process does not apply to market units. If you are applying for a market rental, apply HERE.*
Applications for below-market units will be reviewed on a first-come, first-served basis. This is determined based on the date by which ALL supporting documents are received.
This is a two-step application process.

Housing Squamish will first review your application to verify your eligibility for a below-market unit.

Avesta Property Management will then review eligible applications to determine which applicants are selected as tenants.
Being eligible does not guarantee you will be selected as a tenant.
IMPORTANT: Anticipated move-in date is November 15, 2025, but this could change depending on construction completion. Do not give notice at your current residence until you have a signed lease agreement with a move in date. Housing Squamish will communicate any changes to this timeline as changes are known.
Here is an overview of what to expect:
- Attend an Open House on Thurs, October 9, 2025 at 5:30 PM – 7:00 PM.
- Online Applications Open – Tues, October 14, 2025 at 10:00 AM
- Applicants Submit Applications – Housing Squamish reviews to a) ensure all supporting documents are received and b) to verify eligibility
- Eligible Applicants are notified & introduced to Avesta Strata & Property Management Ltd. (Avesta).
- Avesta arranges viewing, reviews application, and asks applicant to confirm intent to rent unit
- Once applicant confirms intent to rent, Avesta conducts landlord reference checks
- If Applicant is successful, Avesta makes a housing offer
- Applicant has 48 hours to ask questions, sign & return the lease document to Avesta
- Avesta makes arrangements for payment of deposits, move-in date, move-in inspection, and parking assignment.

* For proof of self-employment: please provide a copy of your District of Squamish business license or otherwise demonstrate that a portion of annual income comes from District of Squamish residents or businesses.
*For proof of other income: If you do not work (are retired or unable to work due to disability) but have income from pensions, benefits or assets, you will need to provide proof of this income (e.g. statement from pension fund, letter or cheque stub from the agency providing the benefit or a letter of income support). How do I calculate my gross household income?
The application form asks you to provide an estimate of your gross annual income for 2025.
For the purposes of calculating gross household income, it is required that any income from the sources listed below are included for each household member over 19 years.
- Employment, including regular overtime, vacation pay and gratuities from all employers
- Self-employment, including commission sales
- Income assistance
- Seasonal employment
- Employment Insurance and WorkSafe BC insurance
- Training allowances
- Income from the Resettlement Assistance Program
- Maintenance payments or support from family/ friends/community
- Rental income from real estate or dividends from stocks or bonds, if the
- real monthly income is greater than the imputed income from the asset
- Pension incomes including:
- Old Age Security, Guaranteed Income Supplement, Allowance, and Allowance for the Survivor (formerly Spousal Allowance)
- Senior’s supplement
- Private pension plans including Registered Retirement Income Fund
- Canada Pension Plan, including retirement, disability, orphans, widows, disability for child, etc.
- Foreign pensions
Income Does NOT Include:
- Earnings of dependent children aged 18 and under (regardless of student status)

Why is there a requirement for 20 hours a week of working in Squamish?
The eligibility requirement to be working 20 hours a week in Squamish is set by a Housing Agreement with the District of Squamish. Exceptions will be made for Squamish residents who are retired and have previously worked and lived in Squamish or are unable to work due to disability.
How are rental rates set? How much will rental rates increase year-over-year?
Rental rates for the below-market units are set by a Housing Agreement with the District of Squamish at the time of tenancy. Rental rates during tenancies will increase yearly no more than the annual allowable rent increase as determined by the Residential Tenancy Act.
Is rent determined based on income? (i.e. if I make less than the max, will the rent be less than what is posted?)
No, rent is not based on income. All units are set rental rates in accordance with the Housing Agreement with the District of Squamish.
What happens if my salary increases? Will I be evicted?
The income requirements apply for below-market units for the duration of tenancy at The Artemis at Finch Drive. Annual income verification will take place to ensure tenants meet the income requirements. The Property Manager may terminate tenancy if the household’s before tax annual income rises more than 7.5% above the applicable maximum amount specified in the Housing Agreement. Termination would be effective 6 months following the date provided in a Notice of Termination.
What happens if I lose my job or take a job in Whistler or Vancouver? Will I be evicted?
Employment in Squamish is a requirement that must be met for the duration of the tenancy. Annual employment verification will take place to ensure tenants are meeting the minimum 20 hours per week. If a tenant is no longer able to meet the employment criteria, the property manager will give 6 months notice to find new employment and prove eligibility. If a tenant cannot prove they meet the employment criteria, the property manager may serve a notice to end tenancy.
What parking is available per unit? Can I get more than one parking spot?
There is one parking spot included with each unit, except two 1-bedroom units which have scooter/motorcycle parking. Some parking spots are outside, the rest are covered in the parkade. There are no additional parking spots available and there is no street parking available on Finch Drive. Please consider your needs before applying & make sure to clarify at the time of lease signing!
How large are the units?
- 1 bedroom (Accessible) – 705 sq ft
- 1 bedrooms are 610 – 705 sq ft
- 2 bedrooms are 725 – 825 sq ft
- 3 bedrooms are 1030 sq ft
Is there onsite storage? Do rental units come with storage units? Where can I keep my bicycle?
Most units have storage within the suite. There are no storage units available outside the suites. There are 3 bike storage rooms in the parkade where you can store your bike(s).
Are pets allowed? What is your pet policy?
A maximum of one dog or one cat are allowed per unit. No other pets are allowed.
What is the definition of ‘family’?
Family is defined in the Housing Agreement with the District of Squamish as: a person, or two or more persons related by blood, marriage, or adoption or cohabitating in a marriage like relationship.
How much notice will we be given of move-in date? What if we can’t make November work?
The Artemis at Finch is a brand new rental building. Units will be filled on a first come, first serve basis as soon as the owner receives an occupancy permit. Exact move in dates will be established with Avesta Property Management.
What are the closest transit options to downtown?
The closest bus stops are: Brennan Park (~1.5 km) or Discovery at Industrial Way (~1.3 km).
When should I plan on giving notice to my current landlord if I am selected to move in?
Applicants should not give notice to their current landlord until they have a signed residential tenancy agreement and move in date in place with Avesta Property Management.
Who owns The Artemis at Finch Drive?
The units are owned by Diamond Head Development.
Is there property management onsite?
There is no onsite property management. Property Management is provided by Avesta Strata & Property Management Ltd, a third-party company that will service the building, as needs arise.
What is the timeline for application review and expected move-in?
We are reviewing applications on a first come first serve basis. Applications will be reviewed as soon as they are completed in full. Anticipated earliest move in dates will be November 15, 2025. This date may change, based on construction completion.
What is the Canadian National Occupancy Standard?
- The National Occupancy Standard, released by the Canada Mortgage and Housing Corporation (CMHC) provides a common reference point for “suitable” housing, which is how many people a given dwelling unit might accommodate given the number of bedrooms. The Standard supports the design and evaluation of housing policies and programs.
- Housing Squamish will consider this standard in approving applications.
How can I ensure that the personal information in my application and supporting documents will be kept secure and confidential?
The privacy, confidentiality and security of your personal information are of utmost importance to us. As a not-for-profit society, Housing Squamish is subject to British Columbia’s Personal Information Protection Act and the Residential Tenancy Act. This legislation governs the collection, use, disclosure, storage and retention of personal information. Only Housing Squamish employees and third parties, whose duties reasonably so require, are granted access to personal information about individuals. Housing Squamish is committed to maintaining the confidentiality and personal privacy of all applicants in a manner that complies with the Act.
If I am not selected, can I be put on a waitlist?
Housing Squamish is not maintaining a waitlist at this time. If an applicant is unsuccessful they should register their interest in housing on the Housing Squamish website. Those who have registered interest in housing will be notified as vacancies arise.
